In the rail yards of Queens, contractors repair and rebuild the city’s subway cars. These contracts are lucrative, so graft and corruption are rife. The movie also details the events of many people involved in the assassination, from Lee Harvey Oswald to Clay Shaw, a prominent figure in New Orleans.

Sent from the city to investigate the murder of a teenage girl in a small Alaska town, a police detective (Pacino) accidentally shoots his own partner while trying to apprehend a suspect. Reggie admitted one of the cyclists as Richard “Cherry ” Ganz, the brother of Albert Ganz, the avoided prisoner Jack killed some years ago. Jack was drawn because Cherry wants revenge for the death of Albert and the Cherry and his partner Willie Hickok the murderers with pledges are which were hired to kill Reggie. Burroughs, who works for the man de Glace, tried to hire Brock as insurance, in case the Cherry and Hickok fail. Blake Wilson, the leader of the Internal division of Business, do not love Jack of course, because Wilson will give up in nothing to follow Jack for unintentional manslaughter in the death of Brock and it happens that the man de Glace put a price on Reggie’s head because Reggie knows who the man de Glace is somebody that Jack has never expected that it is.

Depuis les quatre ans passés, le flic de San Francisco Jack Cates a été après une cheville de médicament non identifiée qui s’appelle “l’Homme de Glace”. Au Point du Chasseur Raceway, Jack affronte Tyrone Burroughs et Arthur Brock. Jack tue Brock dans moi la défense, mais les fuites de Burroughs et Jack risque d’aller à la prison parce que le fusil de Brock ne peut pas être trouvé. Jack trouve un dessin qui prouve que l’Homme de Glace a mis un prix sur la tête de Reggie Hammond, qui doit être libéré de la prison le jour suivant. Jack essaie de persuader Reggie de l’aider à dégager son nom et trouver l’Homme de Glace, mais Reggie dit qu’il n’aidera pas à moins que Jack ne donne 500.000$ à Reggie à qui Jack s’est agrippé pour Reggie. Jack refuse de donner à Reggie de l’argent à moins que Reggie ne l’aide. Après que l’on force que le bus qui transporte Reggie loin de la prison s’écrase par deux cyclistes et Jack est tiré par les mêmes deux cyclistes, Jack force Reggie à l’aider ayant la libération de l’hôpital Reggie dans sa garde. Reggie a reconnu un des cyclistes comme Richard “Cherry” Ganz, le frère d’Albert Ganz, le détenu échappé Jack a tué il y a quelques années. Jack a été tiré parce que Cherry veut la vengeance pour la mort d’Albert et la Cerise et son partenaire Willie Hickok sont les assassins à gages qui ont été engagés pour tuer Reggie. Burroughs, qui travaille pour l’Homme de Glace, essayait d’engager Brock comme l’assurance, au cas où la Cerise et Hickok échouent. Blake Wilson, le chef de la division d’Affaires Intérieure, n’aime pas évidemment Jack, parce que Wilson ne s’arrêtera à rien pour poursuivre Jack pour l’homicide involontaire dans la mort de Brock et il se trouve que l’Homme de Glace a mis un prix sur la tête de Reggie parce que Reggie sait qui l’Homme de Glace est quelqu’un que Jack ne s’est jamais attendu à ce que ce soit.
